The Referral Process
Students between the ages of 3 and 21 suspected of having an educational
disability may be referred to the Child Study Team for an evaluation by a variety
of resources. Typically they are referred by the Intervention & Referral Services
(I&RS) committee, an outside agency, or parent(s)/guardian(s).
Once the referral has been made, a Case Manager is assigned and will schedule
an Identification meeting to determine whether a student will be evaluated or not.
If evaluations are warranted, decisions will be made as to which areas to assess.
The student will be assessed by the appropriate personnel and documented
reports will be written and sent home to the parent(s)/guardians for review. The
parent(s)/guardians will have ample time to read the written reports prior to the
eligibility meeting being scheduled. This meeting will determine if the student is
eligible for special education services.
Members of the Child Study Team
The New Jersey Department of Education requires that the Child Study Team
include a School Psychologist, a Learning Disabilities Teacher Consultant, and a
School Social Worker. These professionals are all certified and employed
directly by the Parsippany Troy Hills School District.
Eligibility of Students
A student shall be determined eligible and classified “eligible for special
education and related services” when the student has one or more of the
following disabilities as defined in 6A:14. The 14 eligible categories include:
o Auditorily Impaired
o Intellectually Disabled
o Mild Intellectually Disabled
o Moderate Intellectually Disabled
o Communication Impaired
o Emotionally Disturbed
o Multiply Disabled
o Orthopedically Impaired
o Other Health Impaired
o Preschool Child with a Disability
o Social Maladjustment
o Specific Learning Disability
o Traumatic Brain Injury
o Visually Impaired
